Why not anchor the mounting bracket in a vice, spray the pivot joint with WD40 and work the arm until it loosens up. Beats ruining the powder coating with heat.

Maybe that is my problem, the previous owner used the wrong size screws. I checked mine when I removed the hood and they were 10-32 so I thought they were correct. I will have to check this more...
