I'm pretty sure that's a filter, and the first place to check. Can you change it with the pump in place?

I'd guess between the age and mice you're going to be rewiring it under the dash. The instruments are probably salvageable, or restorable. So I wouldn't power wash it from the front or underneath...

Don't know if this helps, but it's a 2 wire marked #2 and #5. It shows #5 going to a ground, and separated from #2.
