I think there is a slot and a clamp at the bottom on the steering column where it attaches to the steering box. Perhaps your clamp is missing? Terry,OH probably has indicated the source of your...

Hinge is plated on this one not painted. I can see how that would get changed if restored as the hinge is riveted to the pan. Thanks for the tip.

I took some same sized machine head screws and filled the slots with solder, then tin/zinc plated them to try to hide what they started as. Hoping nobody notices.

Had one of these a few years ago. Looked like regular gears would go right in. If I remember correctly there were thrust washers at both ends of the cluster gear.

Yes on jimTN advice for your '39. Did the trick on my '39 pickup and then I tapped the hole and am using an allen screw instead of another brass plug.
