If that wire shows to be powered like you say, and you push the button WITHOUT the horn sounding, it sounds like the horn button connection is not contacting the grounded surface for some reason. DD

That's why the pilot bushing/bearing in the rear of the crankshaft is so important. It accepts the slim snout on that input shaft and keeps it firmly centered in line with the crankshaft. DD

My '59 also had the correct plate screwed-on to the LH door jamb. Only the '60-'62s had it on the column tube. DD

Did you show power on that wire at the button? It should have power on that wire, and by grounding that wire (which pushing the button normally does), the horn should blow. DD

I'll do ya one even worse than that, from the GM factory no less. For 1960-1962 Corvettes, The General thought it was a good idea to attach the serial number tag to the top side of the steering...
