Could this be a Briggs Body where the tank is separate from the cowl? The filler neck goes through the cowl gas tank hole and perhaps someone "sealed" around the neck and opening?
Just a wild guess...

They are flexable and have adhesive...

28/29 - 30/31 crankshaft difference??

Is there a difference in the 28/29 crankshaft and the 30/31 crankshaft?
28/29 weaker from rod journal to rod journal
30/31 stronger, beefer build in that area??
