As said the best and safest way is to strip off the lacquer, BUT I have sprayed over lacquer using an epoxy sealer as a sealer between the two different paints such as urethane, with good results....

If you are talking about greasing a model A fitting, put a small O ring in the fitting(the ones the vendors sell to grease original fittings) and it will create a seal and you grease gun will work...
