Actually, depending on the heater type, the motor was designed to reverse direction for the defrost setting compared to the heat setting. Look at the blower fan (the barrel shaped one) after hooking...

The column shift appears to have been simply positioned over top of the steering column after the conversion.

Both would work. The 700-16 is a slightly taller tire (30.4 versus 29.1) than the 650s. Personally, I prefer the pie crust edge of the Firestone version and have them on a 49.

Can't speak to the '49 cars but the ground straps on the trucks also had a dedicated bolt. I've not seen the head bolts used by the factory. My experince isn't perfect.

That starter sure doesn't look good at all. If there wasn't any oil in the pan, this one may not even disassemble. Get the wrenches out and look under the heads.
