I don't know if I would want to use it on a later engine. Those are pretty tiny oil reservoirs,

The 1928 oil pan had a plate that screwed into the pan, not the dipper tray. It was there to allow the removal of the oil pump without removing the pan.

It's unlikely you actually mean shroud. They only came on '28 and were usually thrown away with the engine pans. Do you actually mean radiator cap, top tank of the radiator, or radiator shell?

Sounds like gauge problem. It certainly won't run with 0 compression and the power sounds reasonable. Don't start tearing it apart. Drive it and borrow someone's gauge.
