I cleaned my 40 tank using the electrolysis method. Worked very good at removing all the rust. Slow but effective. I then sealed it after it was clean.

I seriously doubt with that stroke that the rods are going to clear the block without some grinding using that bore size. I built a 4.250 stroker using Scat crank and rods and the rods just barely...

Look along the sides of the block just above the oil pan. A correct 40 block should have two humps on each side. They should be right where the pan gasket protrudes out some. I circled it in one of...

Take some pictures around the intake manifold where it meets the block . I suspect that the block is raised just a bit under the intake gasket.

Shouldn’t a correct 40 block have the humps in the block where the core plugs are ? I’m not seeing them on your block.

I cleaned my tank in my 40 via the electrolysis method . Worked really great removing rust then treated it with a kit from POR to seal it. Ended my problems.

Looks like you have a Waltham unit. Almost impossible to disassemble and clean yourself. It’s all riveted together unlike the Stewart Warner unit. Your problem is the speedometer head is froze...

I acquired this several years ago. A friend made this probably 40 years ago . He’s since passed away and I bought it from his son probably 15 years ago. Makes for good garage art.
