I'm right there with you Ken.
The "raised deck" blocks began in August 1940. This one in question, at least with my poor eyes, appears to be a flat deck.

Not '41 or '42 as they had the so called "raised deck" below the valve chamber cover.
My money is on this being a '40 block. Perhaps better photos from the owner in the oil pan rail area?

C-clamps? Yeah, they work until one lets go and a guy gets injured or worse.

Keep the spring installed to the frame. Remove it from the axle housing.

From what I can tell it appears to be a '38 - 40 block. Heads and water pumps can and most likely were changed in the past and as such, I tend not to use them as identifiers.

Search the regular cabriolet body style for sold prices. Deduct about 20% (minimal) for the club model in the same condition.

Body is post 1941.
Armature doesn't match the pulley. One has a key, the other doesn't.
Pulley is anyone's guess at this point.

Looks like a parts core (at best) to me.

There's an issue somewhere else just as others have suggested.
You already have an expansion tank at the top of your radiator.
