I would go start with what Pete has suggested and test it again . . . is an easy test and you might just cool it some more. Bigger jets might just do the trick for the highway related issues . . ....

If you have a low-vacuum situation, you can also put in a vacuum tank - with a one-way "flapper valve" - such that you store vacuum. This is the same principle that is used on many brake boosters.
