Are you using you a alternator? The GM alternator has a nasty habit of feeding back, causing the run-on.

I have done a lot of searching but I can't find the later model vehicle that uses the pressure plate we have used as a replacement for the original.

If it's a copper head gasket I always put something like "Indian Head Shellac" in the water passages cutouts. The shellac seals the center soft layer and prevents water from seeping thru the fiber...

When checking for slop in a steering joint, i.e. the sector shaft and pitman arm joint you can feel looseness that you can't see.

String a piece of hay wire from the eye on the choke lever through the radiator, pull the wire to close the choke.

I took mine to a muffler shop and had the flange bent to a true 45 degress and bend from the flange to the muffler bent to a true 90 degress. Works great with no gasket.
