It will get it loose. The complaint with WD40 is it disappears. It design was for removing moisture. Any light weight oil should give a happy result.

Radials are a good move to improve handling and ride. Be sure to keep pressures at 32 to 35 PSI. Added bonus, they will last many more miles than bias ply.

A tip from an old serviceman. If and when you go to clean out the housing, protect your hand with a rag or glove. The inner lip edges were not smooth finished. They work as good as knife.
