While the one cylinder is showing a bit more rust, if it had been sitting for a while with that valve open and the carb off or unprotected, moisture can find its way into the cylinder.

Unless you see visible cracks you need to clean measure and magnaflux the block. I do not see any marks on the piston so if it's standard, that;s a good thing.

I believe the chart refers to vacuum applied to the distributor and distributor RPM. Ported vacuum will give you numbers close to that as your engine is running.

Just a thought. If one took the 40k cash they could probably negotiate a 2018 pickup with a list of 55k and only be taxed on 40k instead of 55k. Remember the government is always a guaranteed...

This should turn easy, especially if nothing was done to the rearend. Try switching axles. Inspect bearings. I'm assuming the drums are off. I have had brand new bearings that were no good.
