I would install a new oil pump. You have the engine torn down and the pump is accessible. A new pump is a good investment. I follow the rule if I have the oil pan removed a new pump goes in!!!!

I have a mellings 80# in a 221 with by-pass filter that returns to top of timing cover. Runs 50# cold and 35# hot with 5-20 Mobile 1. No problems. Using stock relief valve.

I would use an analog meter - digital meter will give readings all over the place. Your readings of two decimal points tells me you are using a digital meter - inaccurate

The vent hole is non-existent on a distributor for marine use. I think the AMC marine engines used a flat cap styled like that used on the Ford crab distributor.
