Is the electric choke cover actually working? Does it open the choke all the way?
If it's working but really slow, check the "+" voltage to the heater coil. It should be 12 volts when the engine is...

That looks like the short piece of brake line next to the steering box. It connects two "T" fittings on the frame, from the brake-light switch block to the "T" that splits to the two front wheels.

Since the internal tube has already failed plugging both ends won't hurt it more & will keep exhaust from blowing out of the open holes.

There is no vacuum inside the large center crossover of the intake manifold, it's for exhaust, to heat the carburetor and a thin tube for the hot air choke setup of a T-Bird carburetor. See photos 2...

If the brass elbows are fitted to both sides the choke heat tube should be in there. They are a snug fit into the ends of the tube, and should twist out if you want to remove them. The elbows likely...

Yes, a fuse in the power wire to the voltmeter is highly recommended, and if the power wire for the meter is connected to one of the large "battery" wires, yes the meter will always be on, draining...

Are you talking about these parts?
The long thin tube crosses left to right thru the inside of the intake manifold. It provides heated air for the choke and keeps it separate from the exhaust gases...

Yes it's possible many of the T-Bird 292 parts were put on the 239.
The Cleveland cast '54 256 block & heads that were in my '55 had the correct style oil pan, valley pan, timing cover, water pump...
