Agree with solenoid issues but First check the connections, grounds , body connections, both solenoid terminals etc . It could easily be corrosion build up .

Are there multiple ports ? The distributor uses a unique vacuum source . If you’re not familiar with the load-matic ( ?) distributor, read up on it . But you did mention that it was running this way...
