I would not assume anything. Take the nuts off the u-bolts and pry the spring down
until you can see whats going on, make sure the bolt is not broken and the head is in
the cross member hole.

BB-7064 is a snap ring 1.20" ID 1929-42.
The part in your second picture looks similar to a pinion lock lock nut washer.

Pull the band off the generator and look inside, see if it looks burnt or threw
any solder off the armature. You could also loosen the fan belt, jump the cutout
like when you polarized it and see...
