Yes, the hood should fold up and lay down against the opposite side. Take the rod out of the hinge and clean and oil it good.

If I have it right, the wire comes up and screws to the horn ring and when you press the horn ring, it makes contact with the steering column, grounding it out, and making an electrical connection...

What it really boils down to is:
1. Someone needs what you have for sale.
2. Your asking price is what someone will pay for it.
If it doesn't sell then either no one needs it or its priced too...
