Both my 28 Model A and my 29 Chevy have the holes exactly in the middle of the steering. In other words as Maako says, in the centre of your view area.
Turn the steering with one spoke...

Many old cars were positive earth right up to the sixties. MG and even the early E Types were positive earth.. If memory serves, it had something to do with prevention corrosion or something....

To answer your question, I dont think so. I believe it was an aftermarket option which does not work well if you have the wooden side rails...
