Sure looks like a container used for the disposal of used double edge razor blades with a hole for storage of the handle.
Probably came as part of a travel shave kit.

Last one I saw with these symptoms was due to the (cracked) cork fuel bowl gasket (sucking air)
Or possibly just needs to be tightened.

One was located in Hamilton Ontario and the other in Stratford Ontario.

In as much as the heights are the same, but the offsets are different and you have the facility to relocate the hole.
Makes sense to get the (48-6038) and modify it to work.

Don't know what a "New Process" unit is but late '51 used a 4 bolt bell housing and also the 4 bolt bell housing that fit the Merc-O-matic the same year.

Took a different route to correct the situation using an Eastwood zink plating kit.
A felt tip marker was used to coat the areas where no plating was wanted.
A .001 layer of plating was deposited...

Considering that it appears to be a mishmash of parts then if it has a date code you may be able to determine a date of manufacture but not much more.

The yellow handle makes sense (I have one) but a yellow band around the tube makes more sense (so you can find the hole ):D:)
