Yes, you can just take the filter off leaving the U-shaped tube.
You can also take the whole thing off with the one and only set screw holding it on.

I have really experienced that accelerator bounce in first gear. I can take care of it either with the foot rest or the throttle. I am hoping that adding shocks to the car will help that bounce.
