painting powder coat

Can you paint over powder coat? My new hood shelves came power coated and don't look like the painted serface, not near the gloss. So, should I blast off the power coat and paint or just ruff up the serface and paint direct on the power coat?

As long as the powder coat is sound and intact with no cracks, chips etc, all is good to go after you have given the coating a thorough sand to remove any gloss. Sanding assists in creating a profile for subsequent coats to adhere to. I would preferably prime with a single pack etch primer to provide a key for the finish coat.
