Part ID Help Needed

I need a little help figuring out what this part is for. When I took the truck apart, I religiously labeled every piece of hardware, or so I thought. I have this bracket that seems like I should remember where it goes, but I don't. Any help would would be appreciated.

Looks like a horn mount to me

Oh My! One of the few parts I didn't install yet. Hopefully I woudl have eventually figured it out. Thanks a ton Rusty!!!

The 2 longer screws on the horn flange, which are used to hold this mount, are the only ones to use lock washers.
