47 wagon rear u bolt replacement

Hello I have a 47 Mercury wagon with 15 leaf rear spring, went to replace u bolts with 8 3/4 long but there is not enough room between body and frame to get u bolt through frame hole. Any

If it's like the sedans and coupes there should be a removable access plate right above the U-bolts in the floor.
