It appears that its twin slant brother sitting next to it has a flat tire, as well as enough wrong in the engine bay that necessitated removing the hood. Wouldn't you LOVE to know what's wrong there? I would...
I'm guessing it's a water pump replacement where it was necessary to tilt the radiator forward in order to gain clearance so that the pump can be removed from the cylinder head. Not one of Henry's better thought-out designs in servicing terms.

It does look like they are sitting in a garage. Look at the floor.

The one with the hood off looks like it has the patent plate and a body number plate. Not many Slants have the body plate once they went to indented firewalls.

Recall seeing that picture somewhere else on another forum and it was identified as a Russian built GAZ-A. Manufactured in Russia in the early to mid 30's they were apparently widely used as Taxis.

Here's the picture again with some history from a Russian source.

It appears that in the second car (with the hood off) there is a panel to separate the driver and passengers.
