39 deluxe coupe rubber fender washers

I'm getting ready shortly to put the fenders back on the coupe front and rear. When I took it apart there was no rubber or steel fender washers on any fender. Question is do the rubber washers go between the fender and welting on every fender bolt including the grill bolts? Any help appreciated.

Rubber washer against (inside) fender, then the flat washer, then the lock washer, all beneath the bolt head.
The only thing between the fender and body is the welt.
The photo I've attached is a '40 PU. However, the fasteners and their respective position is identical.

Kube another quick question if I may. Are the rubber washers used where the fender bolts to the front inner fender and where the grill bolts to the front of the fender. Thanks again.

Yes, but they are a different diameter.
