How big is it? Take another picture with a ruler or a quarter for comparison purposes.

I think it’s a cowl vent bracket for a Model A.

Early 1939 Ford passenger car horn bracket. There is a wire bale clip that went with this.
In later 1939, the horn assembly was redesigned a bit by adding a horizontal brace to the bracket thereby eliminating this bracket.

Model A's didn't have cowl vents. Some early model A's had front
quarter panel vents.
