Are 28 to 29 and 30 to 31 front fender brackets different?

The early brackets are forged and have a different shape to fit the 1928 & '29 fenders,
PN A-16025-AR. There are more than one variety of 1930-'31 brackets that are made of sheet metal and have a shape that nestles into the 1930-'31 fenders, PN A-16025-B. The 1930-'31 brackets are prone to cracking at their attachment to the frame. Check the Ford Service Bulletins for the bracket changes.

And,on top of what Bob said,early 30 used forged brackets too.Completely different shape than the 28-29;s.I've had a set of the early 30 forged brackets hanging up for years,and just took a set of an early 30 Coupe that I dismantled for parts.

Some words about mounting the brackets, fenders, and headlight bar. First insert all the bolts and lock washers and run the nuts down a few threads. After all the fasteners are in then start tightening them, a little at a time.

The fender brackets are a key part of the electrical grounding of the horn & headlights. Make sure there is low resistance electrical continuity from the light shells & horn body to the frame.

PER JS page 4-16 Revised 2011:
For very early 1930 models, there was a narrow straight channel design mounted with two 3/8" diameter bolts placed vertically.
There were two versions of this bracket. The first fit 1929 type fenders and was used on commercial models through May 1930.
The second fit the new 1930 fenders and was used through January 1930.

My early 1930 have the rare combination of these front fender brackets and "eyebrow" fenders.
