Odd Firewall Holes

I have a '29 Tudor that has a manifold heater on it along with the attending hole in the firewall. However, it also has an array of holes to the outside of the firewall (the holes with the string going through them) that I am puzzled about. I wonder if it had a fan forced heater at one time and these holes were for return air to the heater.

Any ideas what the array of holes was for?

Maybe someone was going to run a hot water heater and started to make a round hole for a hose, but decided to use a manifold heater instead. ??????

Maybe, but it seems like an awfully big hole to run a couple of hoses. I intend to fill them but it's a mystery.

The gentleman I bought it from (85 years young) had no idea what they were for either but he'd only owned it for about 8 or 10 years.
