It looks like this manifold enables running an updraft carburetor or a downdraft carburetor or both simultaneously.

The original manifold has two sharp 90 degree turns at the top of the vertical section. This adds considerable restriction. A new manifold with a better design would add horsepower.

The carburetor on top would have a higher float level than the one on the bottom by about 14 inches.
