I believe that this is a 1963-1964 Ford Galaxie 14" Wire Wheel Cover.
You will note that there is only one position to mount the Spinner.
That is because in addition to the three mounting holes, there is also a single location hole.
However, what has me puzzled is that there is no provision for the Valve Stem?
Has anyone got any information on this anomaly?

I put a set of these similar looking 14" wheel covers on a Mercury Comet I had back in the 70's.
The cutout for the valve stem can be hard to find... it's at the very bottom in this photo.

Notice that they have different centres than the Fords
