What is this tool and how would I (or even should I) use it?

It’s a hone, you’ll need to collapse the stones a little and measure the diameter to determine its application. It looks too big for an A guide hone. I’d guess it’s a brake or master cylinder hone.

It’s chucked in a drill and used with oil to hone whatever it ultimately fits.

But the gooder ones wouldn't work on my 1967 VW, to big.
