Remove Dash Rail Help, 1930 Roadster
 

I unfortunately. broke a bolt holding the steering column to the underside of the dash rail of my 1930 roadster. I've tried to drill it and then easy it out and with no success, the bolt doesn't have much exposed being 1/4 x 20 thread, so I moved to removing the rail altogether to get the rest of the bolt out. I've:
Removed the window and side glass wings.
Removed all the bolts from the underside of the dash rail.
Removed the front screws on the dash rail.
Removed the windshield stanchions.
Removed the screws from the lower stanchion posts (the driver's side is loose, but won't come off, the passenger side won't move at all).

Can I even remove the dash rail on my roadster without dropping the whole tank out?

There is supposed to be a lead spacer between the stanchion and the dash rail. Not sure if that is what is holding it, -or by the sounds of someone modifying the steering column support, then they could have used anything such as silicone, seam sealer, Liquid Nails, or ?? trying to seal that gap. If the lower stanchion screws are totally removed, then the stanchion(s) should
lift upward off of the pillar horn.

Hello, I have a 31 Roadster, currently under restoration, the cowl belt rail should be able to be removed without taking gas tank out , the rail sets on top of gas tank and bolts to hold it are held captive inside the rail , there are five screws that hold the inside of the rail 3 at top facing towards inside of car also a screw on either side in inner upper door jam area .
