Although others will chime in with more in-depth stuff, based entirely on that center mounted windshield crank, I'd say yes it is.

I spoke with this guy a few months ago about this car and what it would take to replicate the rest of it. I guess he is going another direction, ;)

 If you were the successful high bidder, in good conscience could you list in the MARC/MAFCA roster that you owned a Town Car?

Now that is a crying shame... Not only to the car but even the price ...should be less to someone that needs that center turn knob for the windshield.. Brent i am sure you can do something with it [in about 10 years]..and $200,000 ....l.o.l.

What about the "Town Cars" out there that are converted Fordor Sedans or fabricated from scratch? There are a few of those out there- including a couple of National winners. I guess the same rule would apply?

Mr. T Kelly will know if it's real or Memorex.

Re: 28 town car

Since there are restored Duesenbergs and Bugattis that started in the same condition, yes, I would claim I had a Model A Town Car. There is a 1930 A Town Car in upstate New York with a body....but this eBay car would be easier to restore.
