Lou, The Victoria Association can probably assist you; there are differences in the wood framing, depending on whether it's a steelback or leatherback.

25 1/8 W by 8 7/8 H

The glass is the same in a leatherback and a metalback. The interior rear window frame moulding is different between a leatherback and a metalback. Lefthander1930 gave you the measurements for a metalback Victoria. It would be helpful to know which style of Victoria you are working on. The Victoria Association has glass patterns for the Victoria.
