Rear Fender Assembly

Have some rust at base of rear fender(inside) where bolts attach to running board. Looks like a separate piece of sheet metal but not sure? Can this piece be removed separately or is it an integral part of the fender. Don't want to influence too much and cause any damage.

It’s a reinforcing plate that’s spot welded to the fender. I removed mine by drilling out the welds with a tool designed for that purpose .I then made repairs to the fender and made a new piece from common cold rolled steel stock and spot mig welded it back on.

Thanks Dennis, I will take a closer look for those spot welds
