If you have a screw in hand, and want to be able to know its nominal "number" size, there's a formula for that. The nominal size is the "number" of the size multiplied by .013 and then added to .060. That nominal size is actually the maximum size of a tap so the screw would be a couple of thousandths less. In this case, a #12 screw would be (12 x .013) + .060 = .216. So if you put a micrometer or a pair of calipers on the screw, you should expect them to read about .212 to .215 or so. A #6 screw would be (6 x .013) +.060 = .138 or so.
