Flathead Fan Oil

I took apart the fan assembly that I plan to install on my 8BA flathead in order to clean and paint and was surprised to find that the hub was filled with oil and some water. What is the purpose of this oil besides lubrication? How much and what weight of oil should I put back in when I get it back together? The fan comes from what I think is a 1948 M2.

I use 30W in my fan on my '48 F-1. Check it every time I change oil.

Shop manual says 1 oz. then with screw out rotate so filler hole is at bottom (paper towel under it) then rotate back and put screw back in. . I also used 30w
