Hi, is the radius rod ball cap supposed to be filled with lead to fill in the extra space around the ball? Thanks

No. That sounds like someone's attempt to tighten it up after too much slack likely caused front end wobbles. It's not difficult to fix it properly.

Guess black silicone wasn't original either but it could be roofing tar on one I found.

FWIW. don't forget that there should be both a bottom and a top cap.
