Vacuum Reading Revisited

I have an 8ba with an Isky 77b cam (not my choice), otherwise stock. It is tuned properly. At idle, it pulls 16 with a slight flutter on the vacuum gage. Is this reasonably normal for a mild cam engine??

Thanks,
Steve
