A portable surf life saving club room?

Looks like Cyrillic letters on the side so I'd guess it's a GAZ (Russian Ford). If somebody can translate it, might give a clue as to the purpose of the tower.

I know you're joking but that does kinda make sense - haul your forced laborers around in the box and use the tower to watch them while they're working.

My thought was to haul tools, etc in the box and use the tower to access tall stuff - kinda like a bucket truck. Or it might be for military use - a command/reconnaissance vehicle or some such.

Pole service truck? A telegraph, telephone, and power-line, mobile elevated work platform unit; for cable installation and maintenance....? Military? Prob, but what wasn't back in the USSR? (Or today?) Great rig!

Since this thread is drifting off into fantasy land...how about a platform to throw wealthy Capitalists into a cage full of hungry Siberian tigers.

I'll give you a hint, the top word written on the side "аварийная" means "Emergency".

I think the truck is parked in front of the tower. Check the board angles.
Plus it is not braced enough for travel. (up hills and cornering)

Nah - no framework on the tower to hang the noose. :D

Okay, on the side of the AA it says:

Emergency [repair vehicle]
K.G.ZH.D (which stands for: Sino-German Railway)

I dunno. Looks like there are two ladders offset from each other - one from the ground to the roof of the box and the other from the roof to the tower. If the tower is part of the truck, it does look like it's offset to the passenger side - that would put it closer to the work if it was for accessing tall stuff. The X-braces on three sides look pretty sturdy.

I can think of some RR stuff it could be used to repair, but none of them would constitute an emergency.

Don't keep us in suspense - inquiring minds want to know! :D

Electric bus or trolley line repair rig, so yes if there was a line problem it would be an emergency. We had very similar units here in the US for doing overhead line repair.

Also electric trains which they've had in Russia for decades. I'm not sure they had electric trains in the 1930s, but the railways possibly could have used this to repair rail signals and communication wires.

To be clear, it says on the side of the AA:

"аварийная" the adjective "Emergency". Meaning in Russian an emergency/service/repair vehicle.

Below that is written "К.Г.Ж.Д" which stands for "Sino-German Railway".
