Are these splined so you can adjust the centering of wheel?

No, one key on a tapered shaft.

Most splined type shafts have a master spline that is wider than the rest. Ford cars & pickups changed in that time frame but Mercury & Lincoln kept the key way for a few years after. The pitman arm generally also has a master spline. When the steering wheel and pitman set up at centered, the tie rods are adjusted to center the front wheels.

The stock steering box needs to be centered to operate correctly. You need to install the wheel and center it. then adjust your tie rods so each wheel is straight with proper toe in.

Do not have it handy but I think 1/16 of an inch should do it. Guy once told me 0 with radials. In the manual 49 and 50 specs are different for some reason I do not know.
