Making the hood fit on 1929 coupe

I have taken the body off my 1929 standard coupe and am in the process of fitting the body parts back together before I paint it. The hood has a bulge on the driver's side in front next to the radiator. I have placed double strips of rubber under the wood body blocks on the cowl (to approximate the thickness of the originals) and have added three shims under the cowl hood rod support. It seems there is a flat spot on top of the hood when I rub my hand along it. Any suggestions?

Was the hood originally on the car? If so, was the hood aligned well and fit correctly? It sounds like the hood might have a problem with the top section not being formed quite right.

Rusty- Yes, the hood was originally on the car before I removed it in disassembly. It seems like I could make the bulge on the side go away if I could raise the hood higher, but it is possible that it is bent where the rod passes through on the driver's side. I am leery of trying to put a more pronounced curve into the top of the hood (where I can feel a flat spot) and have had no luck removing the bulge below (and above where it intersects with the hinge).
