Truck steering wheel

Any reason for two keyways in the 37' big truck steering wheel ???

I noticed when mounting it, the spokes could be verticle / horizontal
or 45 degrees off from that.

Was that so you could hang your hands at 2 and 10 to relieve
driver fatigue ???
