The oil filler tube has worked loose at the base on my 29 Sedan and started to weep oil. How is this fixed in normally?

I would tin the base with solder.

Keeeeef, Judging by your use of a flexi (corrugated) return hose, your car is not headed for the high point judges. Use an easy, modern, but not-JS fix. Just pull the tube out and put on some gasket maker and tap it back in. The red stuff would be fine.
Put a 2X wood block over the open end so you don't mash it up.

I made a tool to pull the tube straight out. If your's is loose enough to leak then it might pull straight out by hand.
