On the dash of a 47 Mercury, that little light just above the key and ignition switch, what makes it come on?

I think that should come on with your park lights

meric42 right, parking light switch position only as shown on the Ford wiring diagram. When you pull the dash light switch all the way out for head lights, it should go off.
