Fender braces - "Inny" or "outty"

In the spirit of "It is just as easy to do it correctly as incorrectly", do the bolts on the front fender braces face in (picture 1) or out (picture 2)?

BTW I KNOW. I should have taken pictures! But in this case there were so many things wrong with my tudor that putting them back the way they were is no guarantee that they would be correct. :D

Picture one is correct. Bolt heads out, nuts inside the frame.
