water pump not flowing

Flat head temperature went to 210 on passenger side head and I shut it down. After it cooled I took off radiator cap and restarted. Looking across top of inside radiator tank I could see discharge on drivers side but not passenger side. Shutdown and cooled. Removed passenger side discharge hose at radiator top and rerouted to a bucket and restart motor, no flow from hose. Belt is tight with good contact, pulley is turning, no hose obstructions, alternator is mounted on passenger side head bracket so not as much belt contact as drivers side. Antifreeze drained out of head okay when draining system. Any suggestions before I replace water pumps? Thanks.

no thermostat housing, hose plumbs right into head. If there's a thermostat I can't find it.

The thermostats are not in a separate housing if a pre 1949 engine. They sit on top of the head outlet where the hose attaches. These thermostats can come loose and tip in the hose restricting the flow especially if stuck closed.
