Magneto-Charge
 

Is it the circuitry in the Ignition Switch that lets the generator continue to charge even when the engine is running on magneto?

This explains all. You can see that the current from the generator goes through the ammeter to the battery. The cutout (or VR) keeps it from going from the battery back to the generator.

Except for the use of the common ground, the generator and magneto are 2 separate independent systems. The key just allows you to chose between using the battery or magneto for ignition. As long as the motor is running at sufficient speed the generator is charging the battery and the magneto is in use or on standby. The wire to the generator is hot at all time, switch on or off.

Magneto is AC
Battery is DC.

You would need something like a battery charger to convert AC to DC to charge the battery from the magneto.
